The Royal Star is on The Venetian's "restaurant row", along with Delmonicos and the other top-flight food. I visited around lunchtime during the week, when Royal Star serves Hong Kong style Dim Sum in addition to their regular menu. I can't comment on the dinner menu directly, but what I saw was so good I feel safe suggesting this place at any time of day. The decor was VERY sedate and beautiful. Blue and green tiles on the walls with dark wood accents everywhere. Comfortable seating, and the tables were far enough away from each other that you don't feel like you have to introduce yourself to the next table. Soft music played, and the overall effect was so calm it was almost romantic. Service was superb: attentive, polite, and quick. The floor staff would refill your teacup if it was even slightly low, and there was always somebody around if you needed to ask for something. It's worth mentioning that the place was nearly empty while we were there, so there was a 2 or 3 to 1 staff/customer ratio, but I'm sure the service remains good when they are busy. Those of you familiar with Dim Sum will notice there are no carts being wheeled around. Instead, you are presented with a menu form which you fill out with the desired quanities of whatever you are in the mood for, and each item is prepared a-la-minute and brought out to you. The mood suffers some from this, as the ladies with the carts are part of the whole dim sum experience, but the food is perfectly fresh and hot, which I'll take as a fair tradeoff. The food was delicious. Many items where very shrimp-heavy, so those of you who don't or can't eat shellfish should make sure you order something you can eat. (I'm allergic to shrimp myself, and had to eat carefully.) The pork products (the Char Siu Bao steamed buns in particular) were among the best I've ever had in a lifetime of Dim Sum. The menu did not include some of the more esoteric Dim Sum items (chicken feet and jellyfish were not on the menu for example), but there was plenty there to try. I highly suggest Royal Star, and I will be visiting them for dinner at some point.
